David Barfield

David Barfield is a licensed engineer with over 40 years’ experience in water resources including 3 years in Africa, 36 years with the Kansas Division of Water Resources (KS DWR), and seven years as a consultant.  His experience with KS DWR includes five years leading the dam safety program, 15 years as an interstate engineer, and12 years as its Chief Engineer. In that capacity, he was responsible for the administration of over 30 laws and numerous programs related to the management, use and control of water in Kansas including the Kansas Water Appropriation Act.  Having served as Chief Engineer, David has a unique knowledge of water resources rules, regulations, and sustainability throughout Kansas.  In addition, David has served as an expert witness on some of the most complex water resource issues in the State including testifying as an expert witness before a Special Master appointed by the U. S. Supreme Court.  As a consultant, David helps Kansas groundwater management districts implement water conservation in the Ogallala Aquifer, and assists municipalities, industry, investment and irrigation interests on diverse water rights matters. David is currently completing two water supply assessments for proposed Nevada solar projects.
